I leave it in place and lash the tiller to the mast to stop swinging. I also run a tie around the rudder back to the pushpit to ensure it doesn't drop in transit. Make sure the rudder is secure at the ramp before taking off the tie so it doesn't drop as you undo it. I've never had a problem, doesn't...

The inner stay on the C18 is usually slightly slack so most of the load is on the forestay.

Quite right, you don't need to secure it.
The rope you see on mine was my tilt restraining rope, a loop that I twist on itself and hook over each end of the handle so it doesn't drag on the road.
